Abstract
The German Council Presidency took place in a period of international norm development towards digitalisation. With innovative reforms, the European Union is undertaking an ambitious normative project for a value-oriented platform economy. Against this backdrop, this article examines the question how Germany positions itself in relation to this normative project of European digital governance. Has the German Council Presidency used its temporary leadership role to act itself as norm entrpreneur? Or did it rather pursue its own goals that might conflict with the value-orientation promoted at the supranational level? In order to find answers, the article does not only focus on the program and initiatives of the Council Presidency but also takes a look at more substantial contributions made by Germany in the development of European digital governance with respect to the core policies of data protection and the fight against online hate.
