The role of university libraries in the distribution of OER in library and information sciences (LIS) during the COVID-19 pandemic in Europe
Abstract
Open Educational Resources (OER) carry the potential to improve higher education teaching and flexible, self-directed learning. Libraries have always offered access to educational resources and may also provide OER in the context of other content. The article looks at the role of university libraries in distributing, using and creating OER in information science teaching contexts. We identify reasons for the use or non-use of OER and make practical recommendations. The study has surveyed (n=56) LIS institutions and their directors asking for data on the use of OER. The results from 23 countries show that, overall, academic libraries had been able to maintain services in flexible and innovative ways during the crisis. However, further advancement in the development, distribution and curation of OER remains elusive, although libraries have an inherent potential to provide support and advice to teaching staff and students in using digital training material. Though these tasks seem to reach their limit in the institutions’ twin role of providing parallel innovation impulses for digitisation at universities.
