    2. Low-Code-Symposium
    (Stiftung Universität Hildesheim, 2022)
    Oelker, Birgit
    ;
    Knackstedt, Ralf
    Zum bundesweiten Digitaltag am 24. Juni 2022 richtete das Zentrum für Digitalen Wandel in Kooperation mit dem Hi-X-DigiHub und der COMPRA GmbH zum zweiten Mal ein digitales Symposium zum Thema der Low-Code-Softwareentwicklung aus. Mit der Low-Code-Technologie ist die Hoffnung verbunden, mehr Nicht-Informatiker_innen in die Software-Entwicklung einzubinden. Die Technologie ist für verschiedene Problemfelder von besonderer Bedeutung. Es besteht die Möglichkeit, Expert_innen aus Politik, BWL, Recht und anderen Bereichen direkt in die Software-Entwicklung einzubinden, so dass es zu weniger Reibungsverlusten bei der entwickelten Software kommt, da die Fachexpertise direkt in die Entwicklung eingebracht werden kann. Dem bestehenden Fachkräftemangel in der Softwareentwicklung kann insoweit begegnet werden, als dass die Mitwirkung von Expert_innen in der Entwick-lung dazu beitragen kann, dass Systeme entstehen können, bei denen weniger Code und damit weniger Programmier-Expertise erforderlich ist. Insgesamt verspricht dieses Verfahren Effizienz und Innovation in der Softwareent-wicklung.

    ;
    Stooß, Anika
    Die Frage nach der Ausgestaltung künftiger Daseinsvorsorge und der zugehörigen Informationskompetenz der Bürger/innen im ländlichen Raum spielt im Zuge der fortschreitenden Digitalisierung der Lebensräume eine tragende Rolle. In dem Projekt DILRA soll eine holistische Sicht zur daseinsbezogenen Informationskompetenz und Informationsnutzung erschlossen werden. Aus den Ergebnissen heraus werden für Kommunen und kommunale Bildungsanbieter Handlungsempfehlungen in Bezug auf die Beförderung von Informationskompetenz und die Bereitstellung daseinsbezogener Informationsdienste argumentiert. Das Projekt untersucht mittels empirischer Studien, welche Kompetenzen aus der Nutzerperspektive für den digitalen Wandel in ländlicher Region von Nöten sind. Hierbei soll insbesondere die Informationskompetenz näher betrachtet werden, die als Voraussetzung dafür gilt, dass Bürger*innen souverän im Sinne eines lebenslangen Lernens digitale Angebote bewerten und mit diesen umgehen können. Die Studien innerhalb des Projektes sollen genau diese Herausforderungen näher analysierbar machen und so einen Erkenntnistransfer in die Praxis ermöglichen und damit neue Handlungsoptionen aufzeigen.

    Abschlussbericht DFG-Projekt: „Vom Nativen Bambus zur Indigenen Flöte: Angewandte Ökomusikologie und Nachhaltigkeit im Hochlandflötenbau in den bolivianischen Anden“
    (2026)
    Hachmeyer, Sebastian
    Das von der Deutschen Forschungsgemeinschaft (DFG) im Walter-Benjamin-Programm geförderte Forschungsprojekt „Vom Nativen Bambus zur Indigenen Flöte: Ange- wandte Ökomusikologie und Nachhaltigkeit im Hochlandflötenbau in den bolivianischen Anden“ verfolgte das Ziel, in Zusammenarbeit mit zentralen umwelt- und kulturpolitischen, musikkulturellen sowie gesellschaftlichen Akteur*innen („Teilhaber*innen“ wie Flötenbau- er*innen, Bambussammler*innen, Musiker*innen sowie staatlichen und nichtstaatlichen Insti- tutionen) konkrete Nachhaltigkeitsstrategien für den Hochlandflötenbau in den bolivianischen Anden hinsichtlich der Nutzung des ausschließlich für den Flötenbau verwendeten einheimischen Bambusses (sogenannter „Musikalischer Bambus der bolivianischen Anden“, www.musical-bamboos.com) zu erforschen und zu implementieren. Hierzu wurden Ansätze des Managements natürlicher Ressourcen herangezogen, um ökologische sowie ressourcen- und umweltschutzbezogene Aspekte einzubeziehen. Aufbauend auf eigenen analytischen und theoretischen Vorarbeiten wurden mithilfe von Theorien und Methoden der angewandten Ökomusikologie konkrete Strategien und Handlungsansätze transdisziplinär entwickelt und umgesetzt, die zu mehr Nachhaltigkeit in der Bambusnutzung, im Hochlandflötenbau und in der andinen Musikkultur beitrugen. Im Projektverlauf wurden Konzepte für eine nachhaltige Sammelpraxis entwickelt und in verschiedenen anwendungsorientierten Formaten (Bildband, Practice Manual, Podcasts, Blog u. a.) veröffentlicht. Hervorzuheben ist in diesem Kontext insbesondere ein Pilotprojekt im Nationalpark Cotapata, in dem ein nachhaltiger Managementplan für dieses bolivianische Schutzgebiet entwickelt wurde. Dieser Plan dient nun als Best-Practice-Modell für andere Schutzgebiete und Regionen, in denen musikalischer Bambus geerntet wird. Während der Feldforschung in Bolivien entstanden audiovisuelle Aufnahmen für einen Dokumentarfilm, zudem wurden qualitative Interviews zur Institutionalisierung der Bambussammelpraxis durchgeführt. Im Rahmen eines Forschungsaufenthalts am Museo Nacional de Etnografía y Folklore (MUSEF) wurden relevante Bambusflöten-Sammlungen hinsichtlich der Materialdiversität- und auswahl erforscht. Darüber hinaus wurde am Center for World Music die internationale transdisziplinäre Online-Tagung „Music- Making Materials: Natural Resource Use and Sustainability in Musical Instrument Making“ durchgeführt sowie ein begleitender Konferenzband herausgegeben. Im Rahmen des Projekts fanden ferner wissenschaftliche und praxisorientierte Workshops zum intergenerationellen Wissenstransfer, zu sozial-ökologischen Systemen (SES) in der Musikforschung, zur Entwicklung einer anwendungsorientierten App mit Hinweisen zur nachhaltigen Bambusernte sowie zur transdisziplinären Nachhaltigkeitsforschung statt. Wissenschaftstheoretisch basierte das Projekt auf einem transdisziplinären Forschungsprozess, der Konzepte der transdisziplinären Nachhaltigkeitsforschung in die angewandte Musikethnologie übertrug. Im Zentrum standen dabei Problembezug und Gestaltungsanspruch vor dem Hintergrund der Nachhaltigkeit als normativem Leitbild. Zur Sicherung der Nachhaltigkeit des Projekts wurden mit bolivianischen Stakeholder*innen konkrete Anschlussprojektanträge und Finanzierungsmöglichkeiten evaluiert, die auf weiterführende Ressourcen- und Umweltschutzmaßnahmen bzw. Projekte im Bereich der internationalen Entwicklungszusammenarbeit ausgerichtet sind.

    Abschlussbericht zum DFG-Projekt: Stochastische Projektplanungsprobleme mit flexiblen Ressourcenprofilen: Verknüpfung von Operations Research-Verfahren mit Techniken des Maschinellen Lernens
    (2026)
    Rieck, Julia
    In vielen Branchen wird die Arbeit in Projekten als vorherrschende Arbeitsform eingesetzt. Hierbei wird typischerweise anhand der vier Phasen des Projektlebenszyklus vorgegangen. Insbesondere muss vor der Realisation eines Projekts eine detaillierte Pro- jektplanung durchgeführt werden. Die Projektplanung setzt an, bevor alle notwendigen In- formationen bekannt sind, beispielsweise sind die Dauern von den Aktivitäten des Projekts noch unsicher. Um der Unsicherheit Rechnung zu tragen, können die Aktivitätsdauern als Zufallsvariablen definiert werden. Oft ist es zudem so, dass in der Planungsphase nur der ge- samte Ressourcenbedarf (z. B. in Form von Personenstunden), der insgesamt für die Durch- führung einer Aktivität benötigt wird, bestimmt werden kann. Somit müssen die Aktivitäts- dauern und die dazugehörigen Ressourceninanspruchnahmen in den einzelnen Zeitperioden der Durchführung festgelegt werden. Durch die Beachtung der beiden Aspekte entstehen stochastische Projektplanungsprobleme mit flexiblen Ressourcenprofilen, die im Rahmen des Forschungsprojekts behandelt werden sollen. Ziel des Projekts ist die Entwicklung von leistungsfähigen mathematischen Modellen und Algorithmen des Operations Research und des Maschinellen Lernens zur Lösung des vorliegenden, neuen Problems. Bei den Mo- dellformulierungen werden aufgrund der Unsicherheit Chance-Constrained-Bedingungen integriert und eine Lösung mit Ansätzen der Sample-Average-Approximation vorgesehen. Metaheuristische Verfahren sollen basierend auf Politiken implementiert werden, die den Beginn von Aktivitäten zu bestimmten Entscheidungszeitpunkten auf dynamische Weise vorschreiben. Mit Meta-Learning werden die Modellparameter für untergeordnete Lern- und Optimierungsprozesse dimensioniert. Zudem soll Reinforcement Learning eingesetzt werden, um eine optimale Politik bei der Suche nach einer Lösung zu erlernen. Die ent- wickelte Problemstellung ist von hoher praktischer Relevanz, insbesondere für Consulting Unternehmen, die täglich viele Entwicklungsprojekte durchführen, oder auch für Hilfs- organisationen, die Reaktionsmaßnahmen bei Katastrophen, Notfällen oder technischen Großunglücken als Projekte organisieren.

    Ageing and technologies – Creating a vision of care in times of digitisation. Results of a fast-track process of the Joint Programming Initiative “More Years; Better Lives”. A paper for policy makers
    (2021)
    Meißner, Anne
    ;
    McNair, Stephen
    The global population is ageing, and with it the demand for health and social care. However, the number of people working in the sector is not keeping pace with the change, and the people who have traditionally provided informal and voluntary care are under increasing pressure. This growing gap between need and resources presents a challenge to countries in Europe and beyond, and all are seeking care and support arrangements that are better adapted and prepared for the future. There is evidence from research and practice that technology can help to meet the challenge. However, it is still rare to find good matches between the technology and needs, and many potentially useful technical solutions do not find their way to those who could benefit. This policy paper is one outcome from a project which investigated these issues across a range of European countries. The key recommendations are A vision of good later life: Developments in technology and caring need to be seen in the context of a vision of good later life, as understood by those who receive care and those who provide it, and in a framework of human rights. This matters because while it is clear that technology can play an important part in improving the quality of life of older people, technological interests are sometimes prioritised over client needs. Policy coordination: Governments should aim for better coordination of public policymaking. This should include not only the most obvious Departments – health and social care services - but also digital services, housing, transport, employment, vocational training and others. This matters because technological development is taking place on a piecemeal basis, and relevant government Departments and agencies are not always involved or coordinated. This leads to inefficient use of resources. Consumer information: A service or agency is needed, ideally at European level, to undertake independent evaluation of the technologies and tools available, and use that to provide information in appropriate forms to government, organisations providing care, carers and older people themselves. This matters because although a great deal of relevant creative technological innovation is taking place in Europe, and it is difficult to establish what is available, what works, in what circumstances, for what groups of older people and at what cost. As a result, governments, care providers and older people themselves, risk making poor investment decisions, in the development of tools and their purchase, delivery and use. Digital literacy: Governments should ensure that appropriate education is available to enable older people and their carers to confidently make use of the technologies available. This matters because older people are the least likely group to have developed digital skills, although their quality of life, and the efficient use of the services available, will increasingly depend on confident use of technologies. Carers must be included because, while they can be valuable in supporting older people in the use of technologies, they can also be a barrier when they lack the necessary digital skills themselves.

    Ageing and technologies – Creating a vision of care in times of digitization. Results of a fast-track process of the Joint Programming Initiative “More Years, Better Lives”
    (2020)
    Meißner, Anne
    Demographic, epidemiological and societal changes are challenges to which all European countries are forced to find solutions. In addition, the so-called “digital transformation” is taking place, with digitization proceeding rapidly in all European countries, although with differing intensity and speed. With high expectations and hopes being placed on technical systems in health and social care, numerous innovations have been developed and piloted. However, for various reasons, many of these are not in regular use. Whereas technology is developing rapidly, policy, research and practice are advancing at a significantly slower pace, lagging behind the potential of technical innovations. To maximize the current and future benefits of technological innovation in the field of care, the Joint Programming Initiative “More Years, Better Lives – The Potential and Challenges of Demographic Change” has initiated a review and synthesis of knowledge, in the form of a “fast-track” project. Bringing in experts and stakeholders to collect available knowledge in a short time. This process aims to develop a common vision of care in times of digitization and explore what contribution new and emerging technologies can make to good life bearing in mind the critical role of care, health and welfare services as people age. This is designed to help guide policy development, resource allocation and research efforts in this field. Acknowledging the limited duration of the fast-track process, from March to October 2020, a pragmatic approach was taken. The project focuses on a challenge-driven perspective. The target audiences of this report are hence decision-makers in research policy, social policy and labour market policy, researchers and research funders addressing ageing, health and social care and technology, and tech companies active in that context. The coordination of the overall fast-track project has been funded by the Department of Interactive Technologies for Health and Quality of Life at the German Federal Ministry of Education and Research (BMBF), and operationally supported by its funding agency VDI/VDE Innovation + Technik GmbH. In addition, the participants and authors of Chapters are funded by their countries.

    Ageing and Technologies. Creating a vision of care in times of digitisation. A paper for policymakers

There is evidence from research and practice that technology can help to meet the challenge. However, it is still rare to find good matches between the technology and needs, and many potentially useful technical solutions do not find their way to those who could benefit. The reasons for success or failure of technologies in care are comparable if not the same in the participating countries. Expectations are often unrealistic; the range of products and services is too complex and diverse for people to have a clear overview; appropriate infrastructure (and especially broadband coverage) is often inadequate; and research and development projects sometimes focus more on “selling” a technology than understanding what care recipients and carers might need or prefer. There is a clear need for better information for users on the options, their costs and benefits, and there is also relatively little accessible research into the level and nature of technology use and its social impact. Machine learning is being widely adapted in industrial applications owing to the capabilities of commercially available hardware and rapidly advancing research. Volkswagen Financial Services (VWFS), as a market leader in vehicle leasing services, aims to leverage existing proprietary data and the latest research to enhance existing and derive new business processes. The collaboration between Information Systems and Machine Learning Lab (ISMLL) and VWFS serves to realize this goal. In this paper, we propose methods in the fields of recommender systems, object detection, and forecasting that enable data-driven decisions for the vehicle life-cycle at VWFS.

    Erfolgreiche Migrationspolitik braucht effektive Ausländerbehörden, die neues Recht bei Fachkräfteeinwanderung, Aufenthaltsmöglichkeiten und Einbürgerungen, aber auch Abschiebungen umsetzen. Aktuell häufen sich Berichte über lange Wartezeiten, nicht bearbeitete Anträge und mangelnde Erreichbarkeit. Vor diesem Hintergrund hat die Bertelsmann Stiftung eine Studie zur Situation der Ausländerbehörden in Auftrag gegeben, die von Prof. Dr. Hannes Schammann, Prof. Dr. Sybille Münch von der Universität Hildesheim und Dr. Thorsten Schlee von der Universität Duisburg-Essen erarbeitet wurde. Als Datengrundlage dienten qualitative Interviews, Plenarprotokolle und eine Umfrage unter 90 Ausländerbehörden. Ausländerbehörden werden überwiegend als „Flaschenhals“ wahrgenommen, beispielsweise wenn es um die Umsetzung gesetzlicher Bestimmungen zu den vielfältigsten Herkunftsländen geht. In 5 Handlungsfeldern haben die drei Wissenschaftler:innen Empfehlungen für die Verbesserung der Situation erarbeitet. Eine davon ist die Vermeidung von Mehrfachprüfungen

    An Analysis of MLOps Practices
    (Stiftung Universität Hildesheim, 2023)
    Faubel, Leonhard
    ;
    Schmid, Klaus
    The EXPLAIN project (EXPLanatory interactive Artificial intelligence for INdustry) aims at enabling explainable Machine Learning in industry. MLOps (Machine Learning Operations) includes tools, practices, and processes for deploying ML (Machine Learning) in production. These will be extended by explainability methods as part of the project. This study aims to determine to what extent MLOps is implemented by four project partner companies. Further, the study describes the ML use cases, MLOps software architecture, tools, and requirements in the companies perspective. Besides, requirements for a novel MLOps software architecture, including explainability methods, are collected. As a result the interviews show that each of the interviewed industry partners use MLOps differently. Different tools and architectural patterns are used depending on the particular use case. Overall, most information we gathered focused on architecture decisions in the MLOps tool landscape used by the interviewed companies.
